{"id":34,"date":"2013-05-01T23:16:38","date_gmt":"2013-05-01T23:16:38","guid":{"rendered":"http:\/\/hilltribeart.com\/wordpress\/?p=34"},"modified":"2013-09-13T23:44:37","modified_gmt":"2013-09-13T23:44:37","slug":"cluster-munition-legislation-the-good-and-the-bad-about-the-ugly","status":"publish","type":"post","link":"http:\/\/hilltribeart.com\/wordpress\/?p=34","title":{"rendered":"Cluster Munition Legislation: The Good and the Bad about the Ugly"},"content":{"rendered":"<p>Cluster bombs have an unusual wartime characteristic:\u00a0 the harm they cause, thanks to poor design, extends long beyond the conflict.\u00a0 Of the 260,000,000 fist-sized \u201cbomblets\u201d that the US covertly rained down on Laos between 1964 and 1973, some 80,000,000 did not detonate, and they remain, 40 years later, as deadly UXOs (unexploded ordnance).\u00a0 A farmer\u2019s plow, a child\u2019s curiosity, or even a step in the mud has the potential to kill.\u00a0 Today, Laos suffers a reported casualty every other day from this old ordnance.<\/p>\n<div id=\"attachment_35\" style=\"width: 360px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/hilltribeart.com\/wordpress\/wp-content\/uploads\/2013\/09\/DSC_4923.jpg\"><img decoding=\"async\" aria-describedby=\"caption-attachment-35\" class=\" wp-image-35  \" alt=\"Cluster bomb casings support the shed room under which a loom is located.\" src=\"http:\/\/hilltribeart.com\/wordpress\/wp-content\/uploads\/2013\/09\/DSC_4923-300x209.jpg\" width=\"350\" height=\"209\" \/><\/a><p id=\"caption-attachment-35\" class=\"wp-caption-text\">Cluster bomb casings support the shed room under which a loom is located.<\/p><\/div>\n<p>In Vietnam\u2019s Quang Tri Province, 7000 civilians have been made casualties by UXO\u2019s since 1974.\u00a0 In Lebanon, in 2006, two months after the cease fire, 3 to 4 civilans were still being killed daily by UXO\u2019s.\u00a0 In Kuwait, over 1200 innocents have died from UXO\u2019s left from 1991\u2019s hostilities. 77 have fully ratified its provisions.\u00a0 The bad news is that the US is not a signatory.\u00a0 Last month, U.S. Senators Dianne Feinstein (D-Calif.) and Patrick Leahy (D-Vt.) introduced the <i>Cluster Munitions Civilian Protection Act<\/i>, a bill to restrict the use and deployment of these dangerous cluster munitions that leave a legacy of death long after being dropped.\u00a0 Jim McGovern (D-Mass.) introduced companion legislation in the House.\u00a0 We at Above the Fray encourage you to contact your representatives and urge them to support the need for significant restrictions on the design and use of these munitions, starting with the provision in the law that requires a 99% detonation-upon-impact rate.<\/p>\n<div id=\"attachment_37\" style=\"width: 226px\" class=\"wp-caption alignleft\"><a href=\"http:\/\/hilltribeart.com\/wordpress\/wp-content\/uploads\/2013\/09\/DSC04144.jpg\"><img decoding=\"async\" aria-describedby=\"caption-attachment-37\" class=\"wp-image-37  \" alt=\"Aluminum bomb &amp;
